Category Colours adds a per-category colour picker and applies those colours sitewide wherever categories are displayed.

It also includes optional category name case tools (categories only):
* Force display case (without changing the database)
* Normalize existing categories in the database
* Optional auto-apply on category create/edit
* Bulk actions on Posts Categories
